Básicamente la policía como organización más o menos rudimentaria es tan antigua como cualquier organización política o de gobierno desde la antigüedad hasta nuestros tiempos en las civilizaciones humanas. Es decir desde que el hombre establece unas normas sociales se crean unos sujetos encargados de protegerlas.

La palabra “POLICIA” parece provenir del latín “POLITIA” y esta del griego “POLI-TEIA” desde su análisis de etimología se nos presenta ya asociada a la idea de vida en sociedad, relacionada con todo lo que tenga que ver con la POLIS y su organización.

Por lo tanto como primera forma de policía nos aparece la POLICÍA LOCAL, cada tribu, ciudad, pueblo, castillo poseía individuos encargados de velar por las normas establecidas que dependían del Jefe o persona que ostentase el poder.

En todas las épocas y civilizaciones han ido surgiendo organizaciones de Policía mas o menos especializada en restablecer el orden público y perseguir el crimen.

En España, hacia 1476, poco después de suceder el acontecimiento histórico que se considera como el punto de partida de la unidad y de la grandeza de España, el matrimonio real entre Fernando e Isabel (los Reyes Católicos) se creo a iniciativa de estos una especie de policial: La Santa Hermandad, resultaba ser una especie de policía judicial que perseguía a los perturbadores del orden.

Otra figura española, mas o menos policial, de aquélla época la constituían los corregidores, funcionarios reales destinados a controlar a las autoridades locales y servir de correa de transmisión de las decisiones del Gobierno central. Su misión se vio revitalizada durante el reinado de los Reyes Católicos. A comienzos del siglo XVI se definieron mejor sus funciones, quedando desde entonces dotados con extensas atribuciones que abarcaban labores administrativas, judiciales, financieras y de policía, que intentaron desarrollar en sus núcleos de actuación siempre al servicio del poder real.

La idea de organizar un cuerpo de Policía criminal tal y como lo entendemos hoy en día no se encuentra tan inserta en el concepto de organización social como el hecho del crimen y, así no aparece en la sociedad occidental hasta muy tarde, aproximadamente a finales del siglo XVIII y principios del XIX.

En España puede apreciarse como en otros países Europeos una doble tradición policial: La derivada de la autoridad de una milicia personal adscrita a la defensa de un alto personaje o de una institución, Ejemplo: GUARDIAS REALES, GUARDIA DE CORPS, INQUISICIÓN, GUARDIA CIVIL..), y la que ser deriva de la tendencia vecinal espontánea a organizarse en cuerpos de mayor o menor estabilidad en su constitución con el objetivo de salvaguardar el orden público y defenderse de peligros ocasionales o permanentes (somatenes, milicias etc..). La institución de policías regulares en España fue relativamente tardía en relación con otros países.

Hasta mediados del siglo XVIII, las labores policiales se encontraban divididas entre las guardias señoriales y gremiales, el ejército y la Inquisición, que no se limitaba a instruir causas, celebrar procesos y aplicar castigos, sino que, con su doble tarea de inquisitio y accusatio

Basically the police as more or less rudimentary organization is as old as any political organization or of government from the antiquity to our times in the human civilizations. That is to say, since the man settles down social norms are created subjects in charge to protect them.

At all the times and civilizations they have been arising organizations from Police more or less specialized in restoring the public order and persecuting the crime.

In Spain, towards 1476, shortly after happening the historical event that is considered like the departure point of the unit and the greatness of Spain, the real marriage between Fernando and Isabel (Kings Católicos) I believe initiative of a these species of police officer: Santa Hermandad, turned out to be a species of judicial police that persecuted the disturbers of the order.

Another Spanish figure, more or less police officer, of that one time constituted the real corregidores, civil employees destined to control to the local authorities and to serve as drive belt of the decisions of the central Government. Its mission was revitalized during the reign of Kings Católicos. At the beginning of century XVI their functions, being since then equipped were defined better with extensive attributions that included administrative workings, judicial, financial and of police, that tried to always develop in their nuclei of performance to the service of the real power.

The idea to organize a body of criminal Police so and as we understand it nowadays is not so inserted in the concept of social organization like the fact of the crime and, thus does not appear in the western society until very late, approximately at the end of century XVIII and principles of the XIX.

In Spain it can be appraised like in other European countries one double police tradition: The derived one from the authority of a personal military service assigned to the defense of a high personage or an institution, Example: REAL GUARDS, GUARD OF CORPS, INQUISICIÓN, CIVIL GUARD.), and the one that to be drift of the spontaneous ocal tendency to organize itself in bodies of greater or smaller stability in its constitution with the objective to safeguard the public order and to defend themselves of occasional or permanent dangers (somatenes, military services etc.). The institution of regular police in Spain was relatively delayed in relation to other countries.

Until half-full of century XVIII, the police workings were divided between the satately and gremiales guards, the army and the Inquisición, that was not limited to start legal proceedings, to celebrate processes and to apply punishments, but that, with their double task of inquisitio and accusatio
